Should recruitment agencies meet candidates face to face?

I’ve noticed recently that many recruitment agencies aren’t meeting their candidates. In my current role as a client, this does make me wonder what value agencies can add to the recruitment process if they don’t meet their candidates? Has anyone else noticed/experienced this recently?
